Preliminary study to the influence of the migration on the prevention activity in the DGUV

Aims:

In cooperation with the Institute Work and Health of the German Social Insurance (IAG), the institutions for social accident insurance and prevention (BGs) responsible for the mechanical engineering and metalworking industry (MMBG), the administrative sector (VBG), the construction industry (BG BAU) and the quarrying industry (StBG), and the public-sector accident insurer of North Rhine-Westphalia conducted a pilot study concerning the influence of migration upon the prevention work of the BGs and public-sector accident insurers. The purpose of the pilot study was to determine whether particular need for action exists in the development of prevention measures for migrants.

Activities/Methods:

By means of questionnaires, labour inspectors from the accident insurance institutions involved were consulted regarding the relevance of the subject of migration and prevention, and possible key issues within it. In addition, qualitative in-depth interviews were conducted with five to ten labour inspectors from each BG/public-sector accident insurer.

Results:

The analysis of the data showed that the need for prevention in the area of migration is closely linked to the sector being studied, the level of education of the migrants, and the region of Germany in which the labour inspector is active. Major need for action is identified in sectors in which many migrants with a low level of education and poor knowledge of German are employed as well as in schools and kindergartens. In sectors and regions with a low percentage of migrants and in industrial branches in which highly skilled migrants work, no need for action is seen.
